Brown beef in a large pot over medium heat with oil until cooked through.
Add veggies, salt, and pepper. Cook for 5 minutes.
Add garlic and spices. Cook for 3 minutes.
Add tomato paste, broth, and water. Stir and cook for 15 minutes, covered.
Add tomatoes and barley. Stir, cover, and cook for 30 minutes.
