In a small bowl, mix together water and seasonings. Set aside.
In a medium or large pan, heat oil over medium-high heat. Cook onion and garlic until onion is translucent.
Add water mixture and tomato sauce, cover and bring to a boil.
Add rice, cover, and return to a boil. Reduce heat and simmer for 20 minutes, covered.
Stir, cover, and remove from heat.
Let sit for 10 minutes.
